1 - FIXED OR BALLASTED GUARDRAILS? The protection of terrace roofing which is not accessible to the public constitutes a regulatory obligation in order to guarantee workers' safety. Article R 4323-59 (formerly R 233-13-20) of the French Labour Code stipulates that "The prevention of falls from a height is ensured by integrated or securely fixed guardrails that are rigid and which offer appropriate resistance…". For terrace roofing, this legislation imposes the use of collective, permanent and fixed protection , compliant with standards NF 85 015 and EN ISO 14 122-3. • EN ISO 14122-3, standard relating to the protection of industrial facilities, cited in the decree of September 2004. • NF E 85-015, standard regarding protection for terrace roofs.

ACCESSORIES FOR PPE

These two standards prioritise fixed guardrails. The choice of fixing depends on the design of the roof: • Z fixing for an insulated parapet with or without waterproofing lift, • Fixing onto plate or mount for non-insulated roofs or roofs with tall parapets.

HOOKS

In exceptional cases whereby it's not possible to use such an fixing, ballasted guardrails may be anticipated. However, they're not suitable for new installations or roof waterproofing reconditioning. Folding guardrails require the use of Personal Protection Equipment (PPE) during handling to lift the guardrails. The presence of a plinth is mandatory in the case of terrace roof without parapet or with a parapet with a height lower than 100 mm.

STANDARDS NF E 85-015 / EN ISO 14122-3 Guardrails were initially covered by European standard EN ISO 14122-3, which more specifically pertains to protection for industrial facilities and machines. For workplaces, the guardrail characteristics are defined in standard NF E 85-015.

Standard NF E 85-015 version 2019 recommends the use of permanent and fixed metal guardrails. Ballasted guardrails are tolerated if it isn't possible to attach a guardrail to the building structure. Plus, a minimum switch of 50 mm must be present. Ballasted guardrails must be justified by static and dynamic tests, including a wind-resistance test.
